Playing Devil's advocate here (and a little bit wording police): Nobody KNEW those things would happen, but millions SUSPECTED they would. The only way "knew" would be appropriate is to say millions knew those things COULD happen. That said, those in charge of the decision should have known those things very likely could happen, and if they didn't, they shouldn't have been in charge.
